Comrades,
The Central JCA met in Mumbai on 31st May, 2010 and reviewed the progress and developments with regard to various pending issues concerning the members of the JCA. As you are aware the proposed one day strike action on 9.9.2009 was deferred on the specific assurances by the CBDT to settle the issues in a time bound manner. However, inspite of the assurances and discussions on various occasions during the last nearly one year there is no positive outcome. On the contrary the impression has been created that the Board has no intention to honour the agreement reached with the JCA on various issues. On the question of the Central Processing Centre at Bangalore the Board has breached the agreement with the JCA that only the work of technical nature will be outsourced. Today except for a few employees & officers, all those who are working in CPC are outsiders. This will only spell disaster for the non-gazetted employees and officers as it will jeopardize their career prospects and job security. Likewise, instead of filling up of the vacancies in the caretaking staff the emphasis today is on contractorisation. The delay in holding the DPC for promotion to JCIT(2000 & 2001 batch) and ACIT for R.Ys 2009-10 & 2010-11 is ascribed to below benchmark ACRs, Non-availability of ACRs, Non-finalization of ITOs Seniority list, etc which is not acceptable as the Board cannot wash its hands of its responsibility. Civil List also needs to be published immediately on the existing lines. Reimbursement of Mobile charges, Laptops to all Gaz. Officers including newly promoted ITOs, AO, PS/Sr.PS is still to see the light of the day. The demand of Grant of G.P. of Rs. 4800/- to AO/PS in order to maintain parity with the pay-scale of ITOs as it was before 6th CPC, is another important issue. The Cadre Restructuring proposal which was finalized way back in July 2009 has not been submitted to the Govt. so far. Implementation of cadre composition as suggested by ITEF based on 6th CPC report is another important issue which calls for immediate resolution since the pay of many of the cadres has been merged on implementation of 6th CPCR.
In the circumstances the Central JCA has come to the inescapable conclusion that a sustained and militant agitation needs to be launched in order to awaken the mandarins in the CBDT from their deep slumber and force them to the negotiating table for a fruitful discussion to resolve our just demands. As a first, the agitational programme was started with a lunch hour demonstration followed by submission of memorandum in a mass deputation to CCIT (CCA) on 7.6.2010. Further, the following agitational programmes have been chalked out:
1. From 8th June, 2010 - Protest against Chairman/member, CBDT on their visits.
2. On 30th June, 2010 - Day-long Sit-in Dharna before CCIT office.
3. On 15th July, 2010 - One Day Strike.
4. From 20th July, 2010 –Intensification of agitation with non-cooperation with reference to Search & Seizure, Survey and other areas of work.
We call upon our members in the JCA to join the above agitational programmes in totality so that a clear message is sent out to the authorities that we are not going to keep quiet if the issues pertaining to our members are not resolved without further delay. Comrades, have no doubt in your minds that if we stand united with conviction in the fight for our just demands, no authority, howsoever powerful, can stop us from our march to ultimate victory.

C H A R T E R OF D E M A N D S

1. Stop outsourcing. CPC must function strictly as per Agreement reached with JCA.
2. a. Reimburse Mobile phone charges to all employees in the department
b. Sanction Laptops to all Gaz. Officers including newly promoted ITOs, AO,PS / Sr. PS, on non-returnable basis.
c. Provide Desktop computers to all Group C employees.
3. Publish Civil List without any further loss of time, on the lines it was issued till 2006. Publish seniority list of Group 'B' 'C' & 'D' employees as per Board's instructions on an annual basis.
4. Transfer DCIT / ACIT (who have completed 2 years cooling period and with spouse / medical / compassionate grounds, etc.).
5. Fill up all vacant posts in the Department.
6. Conduct DPC for ACIT for RY 2009-10 immediately and Start the work for RY2010-11, DPC for DCIT as on 01/01/2010 and DPC for Jt. CIT for IRS of 2000 & 2001 batch.
7. Resolve Pay Anomalies arising out of 6th CPC & Grant Grade pay of Rs.4,800/- to Private Secretaries and Administrative officers
8. After 4 Years of service ITO, AO, PS & Sr. PS must be placed in PB-3 with Grade Pay of Rs. 5400.
9. Implement the cadre composition as suggested by ITEF based on 6th CPC report.
10. Honour the agreement with JCA on the Departmental Exams.
11. Dispose of all vigilance cases pending beyond one year.
12. Expedite the proposals submitted by Cadre Review Committee in toto.
